As you've seen in that PDF, our simulation model has each character operate as an autonomous agent. This sometimes causes problems, if multiple simulated characters are talking to each other and don't have an obvious, plot-defined subject to guide the conversation. They can end up talking in circles about things that most players don't care about, which is a feature when it happens for a couple sentences or two, but a problem when it holds up gameplay too long. We are planning a module to guide such conversations back organically, but neither Charles nor I are any good at that sort of deep, heuristic-based search. See pages 12 through 16.
